Funding Mechanisms
The resources available to UNEP for the administration and implementation of its programme come from four distinct sources:
1.
Regular budget of the United Nations
This is the budget for the core activities of the United Nations, which is funded by the United Nations members from assessed contributions and whose appropriations for the various departments are determined by the United Nations Controller

2.
Environment Fund
This is the voluntary fund established to provide additional financing for environmental programmes under UNEP with the guidance of its Governing Council.
3.
Trust Funds
These are extra-budgetary resources whose programmes, apart from meeting the objectives of UNEP, are agreed and negotiated between UNEP and the donor (or several donors) and form separate accounts. There programmes either complement or supplement those of UNEP
4.
Counterpart Contributions
These are extra-budgetary resources which provide additional resources to the UNEP programme of work or the programme of work of trust funds administered by UNEP, and their accounting forms part of either UNEP's Environment Fund account or the trust funds to which they are providing additional support.
